In the background of the Histadrut's decision, the crisis in the seaports and the refusal of the Histadrut to allow private operators to operate some of the docks in the seaports must be taken into account.

About a month ago, the Histadrut wanted to shut down the seaports in Haifa and Ashdod, in protest of the state's intention to allow the unloading of goods that are not also contained in the private ports - the Gulf port and the southern port. Achieved with the state and actually enabled the establishment of the private ports.
The Labor Court prevented the strike but the long queues for unloading goods at ports remained intact.

While the committee members are unhappy that they claim parts of the collective agreement were not honored in the Histadrut they decided not to allow them to run in the port committee at the end of the month due to accusation that they dared to sit with Histadrut chairman Yoav Simchi and Histadrut legal adviser Ran Confino.
The Histadrut's main argument is that in the meeting with the members of the competing workers 'organization, the workers of the Port of Haifa tried to challenge the Histadrut's place as the workers' representative organization.
On the other hand, the workers through Adv. Eran Golan claim that a meeting with members of another workers' committee is not prohibited under the Histadrut constitution and that the workers did not call the other workers to join the Histadrut. On Facebook, however, these publications sent words of praise to the employees who chose to join the Histadrut.
