The National Public Debate Commission has published a report which recommends "avoiding" the installation of wind turbines "in sensitive ecological areas".

The National Commission for Public Debate released its report on Thursday on the controversial wind farm project off the island of Oléron, in which it recommends a "

move further offshore

" from the area planned for the installation of wind turbines. .

Two months after the close of the public debate, the Commission is sending fifteen "

expectations and recommendations

" to the contracting authorities - the Ministry for Ecological Transition and the Electricity Transport Network (RTE) - who have three months to communicate their decision on the follow-up to be given to the public debate.

No consent, even under severe conditions affecting the environment and fishing, is not possible in the initial study area of 300 km2, or even in the enlarged area, and unthinkable in the area of the Marine Natural Park

write the five members of the Commission chaired by Francis Beaucire.

When the Interministerial Committee for the Sea decided in January 2021 to refer the matter to the Commission for Public Debate, the project concerned a park with a power of 500 to 1,000 MW, over an area of 320 km2 to around ten km at sea at southwest of the island of Oléron.

Finally, when the public debate opened last September, the State proposed a second park, with a power of 1,000 MW, pushing the sea area to 743 km2 about thirty km off the islands of Ré and Oléron.

A disputed wind project

Everything in this project clashed with local elected officials, professional fishermen, environmental defenders and the inhabitants of the islands and the Charente-Maritime coast.

Especially since it is currently impossible to know how many masts will be installed, around fifty or several hundred.

Faced with fishermen "

who do not believe in the possibility of fishing in the parks

", the commission calls for the practice of fishing and its sustainability to be "

an obligation of the specifications

".

The establishment of a park "

or even two parks

" in an overprotected area classified as Natura 2000

endangers "spawning and nursery areas

"

For the fishermen, the environmental associations and the participants attached to the respect of the landscapes and the marine horizon, the remoteness of the project is a necessity

", insists the Commission again.
