Bar-David grew up within the Histadrut apparatus, but nevertheless abandoned the forceful policies that characterized some of its predecessors and conducted itself in front of them in a dialogue that was often respectful, with the aim of solving problems and not to create them.
Although some labor disputes and even strikes were conducted during his time, all along the way it seemed that Bar-David turned to these as a last resort.
Moreover, at times it seemed that there were not only tactical gaps between Bar David and the workers' organizations and militant committees in the economy, but also an ideological gap.
Bar-David understood that in order to demand more from employees, he must have somewhere to bring the same achievements, that is, to allow the organization to exist and make a profit, without disrupting its work in power conflicts.
Sometimes he refrains from saying so explicitly, but his aversion to struggles such as the one he waged, for example, to the El Al pilots who are now canceling flights a moment after the most difficult two years in the company's history, is very evident.
Ben-David also disliked forceful marches that characterize, for example, independent organizations such as the Teachers' Union.
The fact that those who have a record of professional struggles saw the strike weapon as a last resort, did not go unnoticed by senior officials in the economy, whether in the Treasury or among employers.
Although Bar-David achieved from them, often, much more than he would have achieved through a fierce struggle, they saw him as a partner.
Perhaps Bar David was helped by the fact that he, at least according to his statement, did not aspire to a political career at the national level, which might have required him to add to his record the image of a strong man, one who is not afraid to take down an entire country, as some of his predecessors did.
He even realized that in a complex period like the two years in which the economy was affected by the fight against the corona virus, the most important thing is to ensure employment for as many breadwinners as possible and not to go into unnecessary battles.
Now that he has been elected at the end of an election campaign in which he ran in his own right (his previous appointment was made after being elected in place of Avi Nissenkorn, who retired and turned to politics) it will be interesting to see how Bar-David navigates labor relations in the economy. Who was in his first term.
