Explanations.

An increase in wages

The boost had been promised just before the presidential election.

After five years of freezing, the Minister of Transformation and Public Service Stanislas Guerini announced that the salaries of 5.7 million public officials would be increased by 3.5%.

Concretely, this increase should be seen on the pay slips of public officials no later than August, with retroactive effect for the month of July, according to the minister's entourage.

“Faced with the unprecedented level of inflation, we have taken an exceptional measure: the general increase of the Civil Service index point by 3.5%.

This is the largest increase for 37 years,” defended the minister.

It should be noted that these 3.5% “are added” to the average increase of 1.5% observed each year on the salaries of civil servants.

Above all, they do not compensate for inflation which exceeded 5% over one year in June, according to INSEE.

“Today, we have 700,000 minimum wage agents.

With this measure, there will be no more,” defended Stanislas Guérini again.

An argument which struggles, however, to convince the unions, which for some, like the CGT, demanded "10% minimum in the name of the loss of purchasing power", retroactivity to January 1 and indexation of the point of inflation index.

Towards consultation on salaries and careers

It was a promise made by candidate Macron during the presidential campaign.

A consultation should take place in September on the construction site of remuneration and careers in the public service.

In the campaign, the Head of State had affirmed his intention to "reshuffle the cards of the organization of remuneration" in the public service to "make careers more attractive and career progression more differentiating".

A project that promises to be sensitive to say the least.

Consultation work between unions and employer representatives will be launched in September.

Aid valid for all French people

Although most of the aid is conditional on the situation and resources of the French, some provided for in the Purchasing Power bill, should affect all households, unconditionally.

  • The tariff shield, which provides for the capping of electricity and gas prices, will be extended until the end of the year, in order to protect all households from the historic surge in energy prices.

  • Once the bill has been adopted, the abolition of the audiovisual license fee should be effective next fall, with a gain for households of 138 euros, i.e. a shortfall of 3.2 billion euros that the State promises to compensate public broadcasters.
