The General Authority for Taxes and Fees issued a decision to extend the deadlines for completing the procedures for electronic linking of invoices issued to income taxpayers (real profits category until 12/1-2022, including the testing stage), in order to determine the annual work number of these taxpayers.

Director General of the Commission, Munther Wannous, explained in a statement to SANA reporter that this decision comes as a result of the tax administration’s action plan within the framework of tax reform, and after holding several meetings with the two central doctors and pharmacists unions, the Damascus Pharmacists Branch, the unions of chambers of commerce and industry, a number of these chambers in the governorates, the Association of Certified Accountants and the Association of Customs Brokers. and other events.

Wannous pointed out that the aforementioned decision aims to achieve tax justice, enhance confidence between the tax administration and taxpayers, and reach the optimal application of the mechanism of electronic linking of issued invoices with the central database of the tax administration.

Registration criteria for senior and middle taxpayers in the rest of the governorates, private hospitals, drug warehouses registered in the financial directorates of Damascus, Damascus Countryside, Aleppo, Latakia, Tartous, Homs, Hama, medical equipment companies specified by the Commission’s decision No. 901 BC for the current year, customs brokers, import and export traders, wholesalers, auditors, offices and companies, apply to them. Auditing of accounts, financial, accounting and tax consultancy companies in all financial directorates in the governorates, external freight forwarding offices and internal freight forwarding offices.

According to the decision: The results of the electronic linking of the issued invoices are mainly based on auditing the tax data of the taxpayers who are committed to linking with the tax administration for their business for the year 2023 and beyond to reach the net taxable profit, based on the provisions of Law No. 24 of 2003 and its amendments, especially paragraph A of Article 7 of it. Which states that “the net profit consists of the total gross revenues of the taxpayer’s business subject to this tax of all kinds after deducting the burdens and expenses required for the practice of these businesses or those associated with the type of work.”

Last February, the Ministry of Finance announced the completion of an electronic mechanism for bills issued by taxpayers that guarantees the rights of customers, sellers and service providers by documenting sales and purchases, avoiding non-registration of accounts, and ensuring that each party in the commercial process receives its dues, including the state’s public treasury.
