2022-09-21T14:02:46.164Z

The HoRHizons 2022 barometer revealed this Wednesday a considerable increase in the level of recruitment of local authorities. They have a permanent difficulty in recruiting.

Departments, municipalities and regions "

need to recruit and they can't do it

": a barometer published on Wednesday by associations of local elected officials points to the persistent difficulties of communities in renewing their workforce.

"

It is urgent to act to attract talent, retain them, motivate them

“, insisted Murielle Fabre, the general secretary of the Association of mayors of France (AMF), during a press conference in Paris.

According to the HoRHizons 2022 barometer published on Wednesday by associations of local elected officials, nearly one in two communities (49.2%) plans to recruit, a rate which increases by 11 points compared to 2019 and by 32 points compared to 2015 (17%).

Nearly half of these planned hires (48%) are intended to compensate for the departure of other agents, in a context where the number of retirements jumped by "

more than 30%

" between 2014 and 2019, according to the barometer.

“Tensions (recruitment) characterize certain professions such as those of social workers, municipal police officers and town hall secretaries”, it is specified.

For Murielle Fabre, “

today there are two types of competition

” in terms of recruitment: between communities, but also between the public and the private sector.

With an unemployment rate of 7.4% of the active population according to INSEE, many companies are complaining of recruitment difficulties.

The professions of home help, nursing assistant or building maintenance worker are particularly subject to this competition between public and private employers.

Among the tools put forward by local authorities to attract people, respondents to the barometer are 45.2% to cite the compensation scheme (bonuses) and 36.2% to bet on actions in favor of the quality of life at work.

The attractiveness is the salaries but not only

”, nuances Michel Hiriart, president of the National Federation of Management Centers (FNCDG).

Apart from remuneration, “

career paths, housing issues

” and health coverage also weigh in the balance, lists the boss of the FNCDG, one of the sponsors of the barometer.

The additional remuneration provided for in the context of the Ségur de la santé has not changed the attractiveness of the professions

”, confirms Olivier Richefou (Departments of France).

"

We shouldn't need to call on recruitment firms, we have to be more efficient in the field

,” he concludes.
