In this five-storey building, built in the mid-1960s, in one of the most affluent neighborhoods of the capital, rue Jean-Bart in the 6th arrondissement, it is hard to imagine that entire families, students, people even elderly, are frozen in their apartments.
"We really fear that the situation will get worse with the onset of winter," says Panos, 23, an economics student at Normale Sup'.
Despite our multiple reminders and alerts, in particular to the syndic and the owners, the radiators remain irreparably frozen.
