The absence of a price shield in HLMs and condominiums for heating with electricity is a problem “in the process of being resolved”.

The Union sociale pour l'habitat (USH) had estimated that the tariff shield put in place by the government to protect the French from rising prices did not offer complete protection for buildings collectively heated by gas and excluded collectively heated households with electricity.

She asked, like the consumer associations, for an improvement in the system.

In September, the Minister of Public Accounts, Gabriel Attal, assured that all HLM tenants would be affected by the price shield regardless of the source of energy used to heat their building.

Regulatory texts to extend the scope of this system are planned.

Same thing for the cap on the increase in electricity charges in the common areas, from which social landlords were to benefit.

However, the USH considers that the tariff shield is very far from fully covering the increase in energy costs in a building.

According to her, the flat-rate aid takes into account the regulated tariff enjoyed by residents who have signed a direct contract with energy suppliers.

But for social landlords or condominium trustees who are companies, their energy supply contracts, which were renegotiated at the worst time, saw bills multiplied by ten.

According to the USH, inhabitants heated collectively do not benefit from the same tariff as those who have individual heating.
