Damascus, SANA- The Minister of Industry, Ziyad Sobhi Sabbagh, issued two decisions today to facilitate the work of industrialists and to secure needs

Minister of Industry Ziyad Sobhi Sabbagh issued two decisions today to facilitate the work of industrialists, secure their needs for raw materials, maintain their facilities’ machines, and put them back into the production process.

The first decision stipulates allowing industrial establishments that are similar in type of industry and product to dispose of the raw materials imported by them, by selling part of them or their factories between each other and within the identical industrial sector exclusively, while this decision specified a percentage not exceeding 30 percent of the value of raw materials imports and within the provisions. This is after the importing industrialist submits a written request to the concerned Chamber of Industry and obtains the approval of the Directorate of Industry.

As for the second decision, it stipulated that industrialists wishing to transfer their machines in order to rehabilitate or repair them outside their facilities, according to a special permit issued by the concerned Directorate of Industry, provided that the industrialist submit a written request to the concerned Directorate of Industry through the concerned Chamber of Industry in the governorate.

The Directorate of Private and Industrial Investment in the Ministry set the executive instructions for transferring the machines, which included approving the permit forms that will be circulated to the industry directorates, checking the request of the owner of the facility, and indicating its status, whether it was operating or stopped, after conducting the necessary examination.

The instructions included dictating a declaration by the head of the competent department in the concerned Directorate of Industry that includes the types of machines, their parts, or equipment to be repaired or rehabilitated accurately and on his responsibility, provided that this is audited and approved by the Director of Industry.

According to the instructions, a special record is opened in each department in the directorates of industry for this purpose, and it is viewed daily by the director of industry and the follow-up of the applicant by the concerned directorate of industry after the completion of the repair or rehabilitation process, its installation and its introduction into the production process through physical examination of the facility.

The Director of Private and Industrial Investment in the Ministry of Industry, Eng. Basman Muhanna, stated in a statement to SANA reporter that the first decision related to disposing of 30 percent of the value of raw materials imports came to provide raw materials needed for some establishments that are unable to import or located in damaged areas and to dispose of the surplus for the need of some. Companies from raw materials, in a way that contributes to facilitating the work of establishments, increasing the quantities of industrial products, securing the needs of the local market, and exporting the surplus.

Muhanna pointed out that the decision to allow the transfer of machines came to clarify the mechanism for addressing the problems that may result from moving the machines of industrial facilities, and to enable industrialists to maintain them and put them back into production, stressing the keenness of the Ministry of Industry to provide everything that would facilitate industrial work and stimulate industrialists to increase production.
