Nearly 16 million homes have a connection to the electricity grid.
Of that total, almost a third (5.3 million)
was not recorded in the register of subsidies
.
In other words, they did not express their interest in continuing to receive official aid.
The Ministry of Energy estimates that, among those who did not sign up,
there are more than a million households (at least) that have low incomes and should continue to receive subsidies.
The estimate arises from comments from mayors and governors.
The Government's goal is
for more needy households to register
in the subsidy registry (RASE).
For this reason, it began to send text messages (SMS) to many people who did not register and also
activated alerts in the Mi Argentina app
, so that clients who did not require subsidies do so.
So far, they have managed to sign up 30,000 people
who were not on the registry.
It is barely
3% of the “target” public.
The Government estimated to remove all subsidies on electricity and gas bills to households that did not register in the registry.
It also planned to apply that scheme to households whose
total monthly income was $520,000 or more.
In the register of subsidies,
there are 7.7 million who claimed to have a minimum income.
They are called N2.
They will maintain most of the subsidies and the increases they will have will be equivalent to 40% of the RIPTE, the salary variation coefficient.
There are also
another 2.8 million
households that have
incomes that exceed the minimum but do not reach $520,000 per month.
They will keep a part of the subsidies.
And the increases that they will have cannot exceed 80% of the RIPTE.
The problem is that there are 5.3 million households that did not register.
There are households that no longer want the subsidy, with
others who do not know that they have to sign up
to keep the benefits.
Among those who no longer want the subsidy are households with a monthly income of $520,000 among all its members, but also those who earn less than that but want to
retain the possibility of buying "savings dollars"
or carrying out stock market operations that give access to the dollar. .
If they accept the subsidies, they cannot acquire foreign currency.
In the Secretariat of Energy they thought to remove all the subsidies to the electrical cost.
But they were stopped by these 5.3 million households that are still not registered.
In this way, the Government
maintains -at least- 40% of the
electricity cost subsidy for this group of customers.
"There are 33% of homes not listed in the RASE," explained the Secretary of Energy, Flavia Royón.
"Our estimate is that
this number should drop to approximately 23% of the total census
," she told Clarín.
The Anses offices were helping clients who did not know how to fill out the form.
But then
they stopped doing it
.
To complete the subsidy registration, it is necessary to have the receipt on hand, with the customer number, meter, and other details that allow the household to be identified.
The subsidies are "nominated", that is, they go to the people.
A tenant who lives in a property whose owner did not request subsidies is in a position to request them with the sole manifestation that he has the rental contract, according to official sources.
