"There is a form of priority" to first publish the texts "that condition the retirement age", and those "that give new rights" such as the increase to 85% of the minimum wage of the minimum pension for all those who have contributed a full career, says the same source.
Unions watch over the grain
The government and the administration are under pressure to put to music a reform rejected by the unions and a large part of the public. The unions are keeping an eye on the grain and will not fail to rush into the slightest legal breach when the decrees are published.
For the moment, two draft decrees have already been drafted by the services of the ministry, and are currently subject to consultation, including with the National Old-Age Insurance Fund, according to Olivier Dussopt's office. One of these two decrees, which concerns the application of the reform to civil servants, has been submitted to the Council of State for its opinion. Other decrees, the number of which is not yet known, will follow this path to obtain maximum legal security.
