The Noga discussion was held at this time in the subcommittee for support of the high-tech industry in the Knesset, chaired by MK Avigdor Lieberman.
The most serious remarks were made by Innovation Authority Director General Ami Appelboom, who warned against thinking that postponing the legal reform would have a positive impact on Israel's high-tech industry. He said the postponement would only increase uncertainty.
Appelboom also addressed the issue of "incorporation of companies abroad" – and Chairman Lieberman interrupted him and said: "This is an insufficiently understood expression, it is a brain drain."
Previously, Finance Ministry Chief Economist Shira Greenberg reviewed the macroeconomic conditions affecting the decline in high-tech investments, and admitted: "We expected a slowdown in economic activity in Israel in the first quarter of the year, but not that it would be so large."
Later, when the CEO of the Israel Innovation Authority said that Israeli high-tech is crying out for certainty, she remarked: "But you need such certainty to create a good business environment."
