The Equal Opportunities Commission published the summary report for the year 2023: an increase in inquiries regarding reserves, discrimination based on gender, as well as regarding discrimination based on nationality.



In 2023, 865 inquiries were received by the Commission, where changes and trends can be identified in several areas: the trend of the increase in the number of inquiries regarding discrimination on Reserve service background continued, when in the past year double the number of applications were submitted to the Commission on this subject, and 7 times compared to 2021. The rate of applications on the subject of reserves stands at 4% of all applications, compared to 1% in previous years.



19% of all applications to the Equality Commission were from Arabs compared to 11 %-12% in the last three years. About a quarter of them were made as a result of a dedicated "Tamarkuhash" campaign designed to raise awareness among this audience and called on Arabs not to ignore discrimination in the workplace. A quarter of the Arabs' inquiries were about discrimination on the basis of nationality compared to 1% for the Jews.

In 2023, the number of references regarding gender discrimination increased significantly and stood at 13% compared to an average of 8% in previous years.



The number of appeals by Arab men regarding discrimination on the basis of nationality was twice and more than the number of appeals by Arab women and constituted 42% of all appeals by Arab men, by a large margin from their other appeals to the Equality Commission.



43% of the inquiries received in 2023 were about discrimination based on working conditions, and 25% of the inquiries concerned discrimination based on layoffs.



Most of the referrals to the commission were made by women, when in this case the leading issue that included 42% of referrals was discrimination on the grounds of expanding the family or treating it - pregnancy, fertility treatments, parenting and more.

The Equality Commission works to promote equality and diversity in employment in Israel in the legal field, in which it handles inquiries, provides legal advice and participates in legal cases and Knesset committees, as well as in the explanatory field.



In all the years, the number of referrals from employees from the private sector was higher than the number of referrals from employees in the public and third sectors and was approximately 70%.
