The bill seeks to limit the portability of a phone number from a range of designated phone numbers also known as a "kosher floor", as well as limiting the portability of numbers between one "kosher floor" and another "kosher floor", but allows switching between providers on the same floor.

The meaning of the "Koma Hachshara" is that there are numbers that are considered kosher, and they are blocked to a long list of phones determined exclusively by the rabbis.
