This Friday, those responsible for the Ministry of Labor have conveyed to the unions and employers some changes that they intend to include in the new unemployment benefit reform that must replace the failed decree that overthrew the opposition along with Podemos in Parliament.

Firstly, the Government has reported that said reform will be addressed through a bill, which will be negotiated first with the social agents and then with the parliamentary groups.

Labor has conveyed to the social agents its intention to modify the current unemployment benefits for workers who have a part-time contract.

Currently, when these people are unemployed they also receive the subsidy partially.

But when the reform is approved, they will be paid in full, even if their contract is part-time, as reported by the negotiators of CC OO, Carlos Bravo, and of UGT, Fernando Luján after the meeting held with the ministerial officials.

This change, Bravo explained, will, above all, have repercussions when it comes to reducing gender inequalities, since the vast majority of those who receive the subsidy from a part-time contract are women.

And it will also reduce the discrimination that occurred with younger workers, because the beneficiaries of the subsidy for those over 52 years of age already received the full amount even if they came from a part-time contract, Bravo explained.

Both union members have reproached Labor for not attending today's meeting with a draft of the written proposals, although they have highlighted that the meeting has produced “insufficient but relevant progress.”

Among the latter, union negotiators have also reported that the Government has stated that “it is in the process of solving” some incompatibilities that are occurring between the collection of unemployment benefits and the part-time work of discontinuous permanent employees, such as case of school cafeteria workers.

Although, Luján has highlighted that the unions will try to make other improvements, taking advantage of the fact that the processing will be done as a bill, referring, for example, to the regulation of active employment policies and, in particular, with regard to to actions to integrate the long-term unemployed into employment, for which he demanded that the autonomous communities also get involved.

Likewise, unions have demanded the replacement of the IPREM (Public Indicator of Multiple Income) with poverty thresholds as new indicators to determine who can collect unemployment benefits.
