Invoking the controversial DNU 70/2023 and through another Decree of Necessity and Urgency (decree 194/2024),
the national Government reduced the income ceilings
that entitle formal workers
to collect Family Allowances
, such as the family salary for child, prenatal and annual school help, among others.
The new DNU reduced the individual limit to receive Family Allowances from $1,980,000 to $1,077,403
and the Family Income limit from $3,960,000 to $2,154,806.
In the foundations of the DNU it is said that the country is going through
“a situation of unprecedented severity, generating profound imbalances
that negatively impact the entire population, especially socially and economically” and that for that reason the “DNU 70/2023 declared the public emergency in economic, financial, fiscal, administrative, pension, tariff, health and social matters until December 31, 2025.”
The ceiling of $1,980,000 that is now modified was established based on the 15 Minimum, Living and Mobile Wages (SMVM) to be reached or not from the Income Tax.
On the other hand, now DNU No. 194/2024 establishes that “the new income limit of the family group that determines the collection of Family Allowances
was calculated by applying the mobility corresponding to the month of December 2023
and that established for the month of March 2024 on the value corresponding to the month of September 2023.”
In September 2023, the Earnings cap was $700,875.
To this value is added the mobility of December (20.87%) and March (27.18%), which gives $1,077,403.
And for father and mother it amounts to $2,154,806, although one of them receives the family salary as long as it does not exceed the individual limit.
Until now, for example, the family salary per child was $20,661, $13,934, $8,426 and $4,345, according to the Total Family Income up to the limit of $3,960,000, with differentiated values for some Provinces and localities.
In March, these values increase 27.18%,
but ANSeS must establish the new family income ranges based on the reduction of the limit.
Family Allowances are, among others, for birth, adoption, prenatal, child, child with a disability.
And it is granted to Workers in a Dependent Relationship, to the Holders of the benefit of a Work Risk Insurance Company (ART) who are not under a dependent relationship, to Retirees and Pensioners of the Argentine Integrated Pension System - ANSeS and to the Holders of the South Atlantic War Veterans Honorary Pension.
