Through
a decree
published this Wednesday in the Official Gazette, the Government made official the
end of the Empower Work program
and its current model of intermediation for social organizations.
The modifications impact
1.3 million people
who received this benefit.
That changes?
From now on,
the aid will go directly to the beneficiary
and, in addition, that single program
will be divided into two.
One of the plans
will be called
"Back to Work"
and will promote labor inclusion.
The other will be called the Social Accompaniment Program
and aims to help the most vulnerable sectors.
All beneficiaries of Empower Work, which had been created in 2020, will go to one or another of these new programs.
There is a third key change in the Empower Work:

One of the two programs into which Empower Work will be divided will be called
"Back to Work"

Now the beneficiaries will be able to keep the plan allocation - about $80,000 - and, at the same time, collect income
for up to three minimum wages

The problem, as always, lies in the access of cooperative members to formal work.
Almost
a million beneficiaries would go here.
It will include
people up to 49 years old.
The program seeks to enable participants to consolidate skills to
reach a level of real initial employability
and improve their opportunities for job placement through
training, internships in work environments
and assistance in the development of individual or associative productive ventures.
Empower Work will remain in effect until Capital Humano has distributed all its members in one of the two new programs that will be created.
What is the Social Accompaniment Program
On the other hand, the Social Support Program will be created to contain the most vulnerable sectors and
will begin to operate next week.
It would have about 200,000 beneficiaries.
It is aimed at
people over 50 years of age, mothers of more than four children and older adults.
It will have
workshops to improve "family organization" but also with training to promote the so-called "solidarity economy" ventures.
It will also have nominalized "monetary and non-monetary benefits"
in order to avoid possible "triangulations" of social organizations.
Minister
Pettovello
will be in charge of designing
"the operating regulations" for each program
, which will include the procedures and requirements and, surely, will define the income amounts.
