He further claims that the municipality of Kiryat Shmona is the only municipality in Israel that issued such orders without involving the workers, while Sderot, Shlomi and other authorities did not violate the conditions but added benefits in order to reward them. He also listed two cases in which workers were invited to a hearing in Kiryat Shmona, where they had to go physically, and they were not prepared to hold them in a safer place.
