Highlights: The Ministry of Health did not publish the report of contributions to the health system for 2022. This is against the law and despite the fact that a request on the subject was submitted almost a year ago. The report did not disclose donations given to doctors and researchers, it shows that millions are transferred to research without public oversight. Pfizer led the list in 2020 and 2021, the person who leads the donations to the Israeli health system is the "Pfizer" company. The one who received most of the donations from the large pharmaceutical company was Ben Gurion University with almost NIS 7 million per year.

First publication: Although the law requires the Ministry of Health to publish by May the reports detailing contributions of external parties to the health system and hospitals, the Ministry refrained from publishing

The Ministry of Health did not publish the report of contributions to the health system for 2022, this is against the law and despite the fact that a request on the subject was submitted almost a year ago according to the Freedom of Information Law.

A check on the ministry's website shows that only last month, and in this case only after a freedom of information request, did the ministry publish the donation report for the year 2021 - two years after the deadline.

Whereas the 2022 donation report, which was supposed to be published in May 2023, has not been published so far. A petition has been submitted to the district court and the Ministry of Health will have to justify why it is delaying the donation report.

For almost a whole year, a Freedom of Information request has been pending in order to obtain the data, which should be transparent to the public according to the Health Law, the Ministry of Health must publish the annual reports by May 1st, but unfortunately this has not happened yet.

This is a procedure that should be transparent to the citizens of the country in order to try and map on the surface what is happening in the health system in Israel, which companies are allegedly interfering and donating to the various hospitals, health funds and universities in order to promote their research at the expense of the citizens of Israel, and at the end of the day de facto intervening in public health if we want or not.

The conduct of the Ministry of Health regarding the freedom of information, which leads to violations of the law and petitions filed against it, in general and in particular regarding the publication of the sources of funding for the health system, contradicts the transparency award given to the Ministry in 2022.

Pfizer led the list in 2020 and 2021/Ruben Castro

According to the latest data for the year 2021, the person who leads the donations to the Israeli health system is the "Pfizer" company in the year of the Corona virus, which donated NIS 18.6 million and was the most talked about pharmaceutical company in the world, especially in Israel, alongside the Corona vaccines and the many studies carried out here.

Pfizer led the list in 2020 as well, when it donated NIS 8.6 million.

Where is AstraZeneca you ask?

In 6th place with a "modest donation" of almost NIS 4 million.

As a reminder, the Ministry of Health signed with the Pfizer company a cooperation and information transfer agreement at the expense of the Israeli public, together with a major corona vaccine procurement agreement until the end of 2022, which is estimated at about one billion shekels.

The one who received most of the donations from the large pharmaceutical company was Ben Gurion University with almost NIS 7 million per year.

In second place is the Research and Development Authority of Shaare Zedek Hospital, and almost 2 million shekels to the medical research fund of the Sheba Tel Hashomer Hospital. Also, Moore Research Implementation Ltd. with 1 million and 300 thousand shekels, and closing the list in fifth place is the Israel Medical Association with almost A million shekels.

In addition, according to the publication, it appears that millions of shekels are transferred without the approval of the Ministry of Health, for various studies apparently without public supervision and without full participation of the Israeli public in the results of the research.

Also missing in the published reports - the donations given to doctors and researchers in the health system, and the data refer only to donated bodies and in addition the list of public inquiries was not received even though it was requested.

If these are the amounts in 2021, one of the peak years of vaccinations in Israel - we can only assume that these donations continued further that also in the following year, but as mentioned - the Ministry of Health continues to violate the Health Law and not publish the data as is customary.

The Ministry of Health responded: "The donation reports present reports of the donors and the donated, while donations to doctors and researchers are also presented in the report, to the extent that such were given.

In 21 there was only one donation to the doctor and it appears in the report as accepted.

The donation reports for 2022 will be published on the ministry's website in the coming days.

It should be noted that the report for 2023 was only recently closed as required."
