Only one product - Internet (Ministry of Communications)

Communications Minister Yoaz Handel this morning (Sunday) approved the reform to eliminate the split between infrastructure and the provider, which will take effect in early 2022, and will change the structure of the Internet market in order to bring about a significant improvement in the quality of service to consumers.

Today, a consumer can purchase the service from two companies that provide infrastructure and provider services separately.

The "wholesale market" reform made it possible to market the two services in one package, but in practice the services were also also provided by two companies separately, in a way that harmed the quality of services to the consumer.

Consumers who suffered glitches had to deal with a “throw of responsibility” between the infrastructure company and the supplier.

In addition, customers suffered from the phenomenon of "dormant subscribers" - continued unconscious payment to the communications company even though he stopped receiving services from it.

The new reform will eliminate the separation between the two services and allow companies to sell them as one package and one service.

Among other things, the reform will lead to an improvement in the service that the consumer will receive in the fields of the Internet, by creating a "single address" - one company from which the services are consumed and receive service in the event of a malfunction.

Existing customers who wish to continue consuming the Internet services in a split manner will be allowed to do so, while new customers will join the unified service only.

"In October 2020, in the 35th Israeli government, I announced the intention to abolish the split between infrastructure and supplier in favor of improving the service - a hearing was launched and a process was carried out until the election," Handel said. Today, after the political crisis and the formation of a permanent government, we are closing the circle.

"" This is one of the first decisions because its impact on the pockets of Israeli citizens and the service they will receive is enormous - the Internet is one product. The split caused customer awkwardness and consumer dribbling between companies in the event of a malfunction. The reform will also stop the dormant subscription phenomenon - tens of millions that have gone out of the pockets of citizens in vain - and correct a distortion that has hurt many consumers. We will continue with actions that will make the communications market more transparent, competitive and high-quality. "

Director General of the Ministry of Communications, Liran Avishar Ben-Horin: "After a long and complex staff work, we have reached the finish line in the process of eliminating the split between the supplier and the infrastructure in the Internet market.

The split, which was important at the time, has become a source of turmoil, a proliferation of dormant subscribers, and harm to the service consumers receive.

The new structure of the Internet market will allow consumers to enjoy quality services, and at the same time will promote the wholesale market in a way that will ensure competition for the consumer's heart. "
