The Climate Conference, at its closing session in the Spanish capital, Madrid, adopted today a minimum agreement after consultations and sharp differences, especially with the major countries that refuse to take practical steps that contribute to improving the global climate crisis.

According to the Associated Press, the conference stressed the urgent need to act against global warming, but without the participants reaching agreement on key points in responding to the climate emergency and calls by environmental activists.

After two weeks of arduous negotiations, the United Nations Climate Conference in Madrid failed to reach agreement on the rules for international carbon markets, which is the last part of the guidelines for the Paris Climate Agreement concluded in 2015.

In a statement today, United Nations Secretary-General Antonio Guterres expressed his disappointment at the outcome of the International Climate Summit in Madrid, describing it as a missed opportunity to address the global warming crisis.

"I am more determined than ever before to make sure that 2020 will be the year in which all countries commit to do what scientists say is necessary to reach carbon neutrality in 2050 so that the Earth does not warm more than 1.5 degrees Celsius," Guterres said.

Representatives from about 200 countries participated in the conference to finalize the implementation of the Paris 2015 agreement to reduce global warming.
