To date, the JNF has had only nine areas of activity throughout the country, and these did not include Judea and Samaria. The decision will allow for the opening of a new area and investments of hundreds of millions of shekels, some from Jewish donations in the United States and other countries. "In principle, the JNF may operate in Judea and Samaria, on the table and not under it," said a source in the national institutions.

At the last Zionist Congress, held in October in Jerusalem, the Likud and the right completed a strategic goal and succeeded in electing representatives on all positions and the historic NRP representative, was elected head of the JNF, historically was the labor Party members. side, the presence of co-chairman, Shas representative Shlomo (Momo) Deri.

in two years, JNF chairman should pass To the Likud and was promised to MK Haim Katz.

In addition, the Likud received the settlement division of the World Zionist Organization and the Land Development Department of the KKL-JNF.

Attempted concealment

The center-left parties represented in national institutions and the JNF are expected to oppose the right's attempt to change policy, and are trying to mobilize a coalition that will block the move. Among other things due to political timing during the election and political timing - in the background the

JNF has

entered the United States.

To separate and hide its land acquisition activity in the West Bank, in part due to opposition from left-center parties and current representatives of Diaspora Jewry, especially in the United States.

In practice, however, it continued to transfer funds and purchase land in the West Bank through its subsidiary "Himnota", which was established before the establishment of the state for the purpose of purchasing land.

In 2018, journalist Raviv Drucker revealed that the JNF secretly transferred tens of millions of shekels for this purpose, without the knowledge of the JNF board.

It even appointed a committee headed by a retired judge to look into the matter - and the proposed resolution is based on the legal opinion he formulated.

The Civil Administration and local authorities regarding land status.

The proposed resolution sets out rules for the purchase of land in the West Bank by the JNF:

  • Only private land will be purchased

  • The purchase of land will only be within an existing settlement or for its expansion and not for the purpose of establishing a new settlement

  • The JNF will purchase land only within the jurisdiction of existing settlements or in "adjacent" areas to existing settlements and not in illegal outposts

  • An "adjacent" area will be an area that is up to 1,000 meters away from the demarcation area of the settlement or privately owned Jewish land adjacent to the demarcation area of the settlements.

  • The JNF will not purchase land in fire areas and nature reserves

  • The JNF will purchase land only in Area C in the West Bank, which is under Israeli security and civilian control, and will not purchase land in Areas A and B, which is under full or partial Palestinian control.

According to the proposed resolution, priority will be given first to the purchase of land within the area of existing settlements, and then to the land adjacent to the settlements, which can most likely be used for construction.

In addition, the use of donors' money from abroad to purchase land in the West Bank will only be permitted by law in the country from which the donor comes.

The resolution also includes priority areas in the West Bank for the purchase of land and specific settlements, where land should be purchased. According to the proposed resolution, no land will be purchased in the Nablus area and in the Jenin area. The

proposed resolution stipulates that land will be purchased in Gush Etzion in existing settlements or adjacent to existing settlements, in the Jordan Valley and in the Jerusalem Envelope Carmel, Maon, Susya, Yehuda Fortress (Yatir), Eshkolot, Sinsana, Tene, Shima and Livna
