We also denounce a judicial laxity, which promotes the feeling of impunity. Too often the penalties are not applied and the violence exerted on the agents holding the authority is not increased. The justice system continues to regularly render judgments favorable to delinquents, even against the police. Until the thugs are punished more severely, we will continue to be attacked and citizens will not be protected. The justice system is directly responsible for the sense of impunity that most offenders experience, even though they should fear it.
