The disaster at the Carlin Hasidic synagogue in Givat Zeev, which claimed the lives of two people yesterday (Sunday) and injured 184 others, was, by all accounts, avoided.

In a published video documenting the last stages of the construction of the grandstands, the problematic and dilapidated construction of the grandstands is seen from the outset.

Looking at the pictures after, it's easy to see how the grandstand, which was not meant to accommodate such a large crowd of people, collapsed, especially when they jumped on it.

The investigation into the incident was handed over to the Tel Aviv District Police.

Witnesses present at the scene at the time of the disaster said they suddenly heard shouting: "A multi-storey grandstand has collapsed," they testified, "people started trying to escape, we lifted irons to rescue people."



The disaster occurred in the Hasidic synagogue during an event on the eve of Pentecost.

Hundreds of devotees jumped on the makeshift grandstands, when suddenly their backs collapsed, injuring 186 people.

Two of them, a 40-year-old man and a 12-year-old boy, died from their wounds.

Many residents warned of the danger of the building, which did not prevent the event from taking place.

Immediately after that, an exchange of accusations began between the various law enforcement agencies.

A document sent on behalf of the Fire Protection and Rescue Department indicates that there was prior knowledge of the danger that could occur in the incident, and that there was no approval to hold it in the selected structure.

The Givat Zeev council presented a letter they themselves sent to the police on May 13, stating that the council did not approve the event, and demanded that the police enforce the law in this matter.

"A mass event is planned, about 2,500 people. The event will take place in a building without a population permit," it was written.

"Givat Zeev Local Council did not approve the event because the relevant permits that were requested to be presented were not presented. Therefore, we ask the Israel Police to enforce the law in this matter, and to prevent future events without a permit."

The police claim that the responsibility for not preventing the event from taking place is on the council.

Jerusalem District Commander Doron Turgeman said: "A meeting was held last week, during which the station commander informed the head of the council that the building is forbidden for prayer and regular instructions were also given," Turgeman said.

"There is a local authority's responsibility here to lead to closure, there are local authority powers, no one is in charge of what. All things will be examined and it is estimated that there will also be arrests in the incident. Again an incident that has irresponsible negligence and conduct."
