There are variant viruses in the epidemic, and criminals are also looking at the "epidemic market." There are new variations in bribery methods.

According to the Independent Commission Against Corruption, there were 45 corruption complaints involving the banking industry last year, and there were 25 cases in the first 5 months of this year. It has noticed that more "intermediary companies" have participated, and it has identified the impact of the epidemic on cross-border transactions and applied for bank account opening on behalf of overseas customers. The government-funded loan program that evaded inspection meetings and helped small and medium-sized enterprises finance through the epidemic was also used by illegal intermediaries.

The ICAC smashed two criminal syndicates, falsified income certificates and other documents for companies with no actual business, and provided tens of thousands of yuan in bribes to bank staff. The total amount of loans applied for exceeded 40 million yuan, from which they collected approved loans. 20% to 30% was used as a "handling fee." A total of 36 people were arrested. The ICAC does not rule out the arrest of more people.

New use of electronic payment tools for bribery

Huang Yufei, Chief Inspection Officer of the Operations Department, said that from 2016 to 2019, the ICAC received an average of about 70 corruption complaints involving the banking industry each year, accounting for 6% to 7% of the private sector. Corruption complaints in the banking industry mainly cover four areas, including cash for quick and successful account opening, and gifts such as watches, perfumes, and even the use of electronic payment tools for bribery; conspiracy to provide false documents such as business records and finances for loan approval Reports, etc.

There are also common cases where bank staff who are authorized to access customer information peddle confidential customer information from other staff to improve marketing performance, and even to "experts" in other institutions; and staff who handle customer investment accounts privately claim part of the profits Make a reward as a "reward."

There was a case in which a former deputy director of a bank claimed 20% of the profit as a formality and intelligence fee, involving 1.5 million yuan, and was eventually sentenced to three and a half years in prison.

Borrowing overseas customers who failed to come to Hong Kong partner bank staff to make personal records

Zhang Jianning, Chief Investigation Officer of the Executive Office, said that corruption practices are also "varied" under the epidemic. Pay attention to the participation of "intermediary companies". I have identified overseas customers who failed to come to Hong Kong to accept bank "customer due diligence" for account opening due to the epidemic. The meeting helped clients submit false documents and bribed bank staff to forge personal records. For related types of cases, the ICAC arrested 6 people earlier, including 2 local bank staff and 4 "intermediary company" staff, with a cost of 300,000 yuan.
