The Legislative Council Secretariat sent an email to Members stating that, in accordance with the Legislative Council Administration Committee Ordinance (Chapter 443), before the formation of the seventh Legislative Council’s Executive Management Committee, three ex officio members (Liang Junyan) , Li Huiqiong and Ma Fengguo) must remain in office.

After consulting the opinions of relevant parties, the three decided to hang the national and regional emblems in the Legislative Council Chamber. The relevant works are scheduled to be completed before January 12, 2022, that is, before the first general meeting.

Li Zijing,

On the eve of the Legislative Council election, the Hong Kong regional emblem hung above the chairperson's seat in the chamber was found to have been removed and replaced with the national emblem of the People's Republic of China.

The Legislative Council Secretariat replied at that time that according to the National Flag and National Emblem Ordinance, the national emblem must be displayed in the venue where the Legislative Council members take the oath.

The Chairman of the Sixth Legislative Council Liang Junyan once pointed out that the regional emblem will be replaced after the ceremony.

Li Zijing, a member of the Legislative Council of the New Democratic Party, said on Facebook a few days ago that he supports the preservation of the national emblem after the oath, and believes that the regional emblem can be hung under the national emblem.

"Liang Fan" columnist Qu Yingyan also wrote in the newspaper that she agreed that some members of the Council said that the removal of the National Emblem had a bad impression, and that the National Emblem should continue to be hung in the Chamber for a long time after the oath. "As the highest legislative body in Hong Kong, What's the problem with hanging the national emblem? It was politically incorrect if it was not hanging in the past. Now that it is hanging back today, why bother to remove it?"

At the end of last month, the Legislative Council Secretariat arranged for the first-elected members to visit the Legislative Council Chamber. Di Zhiyuan from the social welfare community was concerned that the regional emblem of the Chamber was replaced with the national emblem. Chairman Liang Junyan said that "you don't even look at the newspaper" and emphasized the oath. The law stipulates that the venue for the oath must have a national emblem.

When Di Zhiyuan received an inquiry afterwards, he said that he believed that the symbolic meaning of the regional emblem could better reflect "one country, two systems," and that the regional emblem was also one of the national emblems. However, he emphasized that it is more solemn to use the national emblem in the oath of approval.

Regarding some legislators and establishments who advocated keeping the national emblem after taking an oath, Di Zhiyuan said that it is okay to use the national emblem even after taking the oath, and he will respect it.
