Today, Russian President Vladimir Putin signed a set of legislative amendments related to assuming responsibilities for failure to participate in military actions and voluntary surrender.
Russia Today reported that the amendments to the Russian Criminal Code ratified by Putin stipulate a penalty of up to 10 years in prison for military personnel in the event of voluntary surrender and a penalty of up to 15 years in prison for desertion during the mobilization period or wartime.
According to the amendments, “looting in wartime” is punishable by up to 15 years in prison, in addition to imposing a prison sentence on military personnel for refusing to participate in hostilities.
President Putin also signed a law providing for simplified procedures for obtaining Russian citizenship for foreigners who have signed a military contract for at least one year.
The Kremlin said in a statement that Putin signed a federal law that states that "foreigners who have signed a military contract for at least one year will be able to apply for Russian citizenship without a residence permit and without permanent residence for five years in Russia."
