The letter shown by Chen Yijin was issued by the Department of Justice, which stated that he was entrusted by the Commissioner of Police to handle the recovery of compensation from the inspector employee.

The letter mentioned that Chen attacked an inspector who was performing his duties outside the Seven Seas Commercial Center on King’s Road in North Point on September 15, 2019. Chen was later convicted of three counts including assaulting the police on June 30, 2020.

The letter mentioned that in the above incident, the inspector was injured by Chen's attack and was placed on 78 days of paid sick leave.

According to the Civil Service Regulations, the employee is entitled to sick leave with full pay. Therefore, the Commissioner of Police entrusted the Department of Justice to recover from him the employee's compensation totaling $155,850.
