Eco-scrapping for cars and motorcycles in exchange for season tickets to public transport, pasta and soap sold on the plug, that is, without the traditional packaging. These are two of the central measures of the Clima decree, on which the government has placed confidence in the House in Montecitorio, and which is therefore preparing to become law. The provision - which arises mainly to combat air pollution - also contemplates the transformation of the Cipe into a 'green' version. For transport the 'good mobility' comes, which is worth 255 million and concerns about 25 million people; dedicated to the residents of the cities in areas under European infringement on air quality, it provides for an allocation of 1,500 euros for the scrapping of the car (up to the Euro3 class) and 500 euros for motorcycles (up to Euro2 and 3 two-stroke) .
The figure can be used to purchase public transport passes, bicycles, shared mobility services. A 40 million fund is set up for the municipalities to build the preferential lanes. There will also be a 20 million fund for green school buses (hybrid and electric vehicles) for elementary and middle school children. Then there is the standard defined as 'I do not buy waste', which aims at reducing packaging: the experimentation of 'green corners' for the sale of loose products, from household and personal detergents to shops up to to food (40 million available over two years, and for traders up to 5 thousand euro for the creation of dedicated spaces). With 27 million you finance the plastic-eating machines, to collect plastic bottles in exchange for a small bonus. Urban reforestation actions are planned (30 million for 2020 and 2021); the Italia Verde Program is born (once a year an ad hoc committee will award the Green Capital city of Italy, with a 3 million Fund for 2020, 2021, 2022). For the national parks the Zea are born, that is the Environmental economic Zones, which provide facilitations and fiscal advantages for the Municipalities in the areas and for eco-sustainable entrepreneurial activities.
Green helmets arrive for the environment, to be used for international collaboration initiatives for environmental protection (with an allocation of 6 million). Then there is a fund for inland areas (one million for 2020 and two million for 2021), an air quality fund (to be financed with 'green auctions'). The interministerial table for the climate emergency is set up at the Ministry of the Environment. Greater powers and resources for commissioners who deal with offenses for landfills and purification.
