'Good mobility', how it works and how to get it

Up to 500 euros (60% of the expenditure) for bicycles including pedal-assisted bikes, segways, hoverboards, scooters and monowheels or for the use of shared mobility services for individual use (ANSA)


"To encourage forms of sustainable mobility alternatives to local public transport that guarantee the right to mobility of people in urban areas in the face of the limitations on local public transport operated by local authorities to face the epidemiological emergency from COVID-19 it is expected that the ' Experimental good mobility program 'incentives forms of sustainable mobility alternatives to local public transport ". This is stated in the press release of the Council of Ministers.

    "In particular, residents of legal age in the regional capitals, in metropolitan cities, in provincial capitals or in municipalities with a population greater than 50,000 inhabitants are granted a" good mobility ", equal to 60 percent of the expenditure incurred and in any case not exceeding € 500, starting from 4 May 2020 and until 31 December 2020, for the purchase of bicycles, including pedal-assisted bicycles, as well as vehicles for personal mobility with mainly electric propulsion, such as segways, hoverboards, scooters and monowheels or for the use of shared mobility services for individual use excluding those using cars.

This "mobility voucher" can be requested only once and exclusively for one of the intended uses. In this regard, an additional 50 million euros are expected to be allocated for 2020, for a total of 120 million euros for this year ".

"For the years 2021 and following - the note continues - the Program encourages local and regional public transport and forms of sustainable mobility supplementary to it in the face of the scrapping of highly polluting motor vehicles and motorcycles. The voucher is expected to be recognized for scrapping of the type of cars and motorcycles indicated from 1 January to 31 December 2020; this voucher can also be used for the purchase of vehicles for personal mobility with mainly electric propulsion such as segways, hoverboards, scooters and monowheels.

In addition, the decree extends the current legislation which provides for the financing of projects for the creation, extension, modernization and retrofitting of lanes reserved for local public transport, also including cycle paths ".  

HOW TO GET THE CONTRIBUTION

To obtain the contribution, just keep the expense document (invoice) and, as soon as it is online, access via SPID (Public Digital Identity System) credentials on the web application that is being prepared by the Ministry of the Environment and also accessible from its institutional website .

As an alternative to the refund procedure, once the application is operational (within 60 days from the publication of the provision in the Official Gazette), the mobility voucher can be used through a digital shopping voucher that the beneficiaries can generate on the web application. In practice, the interested parties will have to indicate on the platform the medium or service they intend to purchase and the platform will generate the electronic shopping voucher to be delivered to authorized suppliers, together with the balance at their expense, to collect the goods or enjoy the service identified.

The provisions will only remain in effect until December 31, 2020 .
In 2021, however, the provisions of the Climate Decree which will provide a fund to be paid by the Ministry of the environment of an additional 180 million euros for residents in the Municipalities concerned by the EU infringement procedures for Italy's non-compliance with the obligations under the Community directive on air quality.
From 1 January 2021 it will be necessary to scrap a polluting motor vehicle or motorcycle to benefit from the mobility voucher. There will be incentives of 1,500 euros for each scrapped vehicle and 500 euros for each scrapped motorcycle.
In addition to the goods and services planned for 2020, in 2021 it will also be possible to purchase season tickets for local and regional public transport which, it is hoped, will have in the meantime reconstituted the transport capacity in force before the rules on social distancing.
