Italy has officially transposed the European Union regulation 698/2020 of 25 May which, due to the Coronavirus emergency and according to the subsequent return to free movement between member countries, has standardized the extension throughout the EU 7-month document deadlines - such as driving licenses, revisions, CQCs and other documents - that had previously been decided by various countries. The circular 0051340 of the Ministry of the Interior dated 5 June 2020 indicates the new deadlines which are valid from 4 June 2020 in all the States of the European Union, including Italy. In the specific case of driving licenses, which expired or expired between 1st February and 31st August 2020, their validity is considered extended by 7 months from the expiry date indicated and in this period the holder will be able to circulate throughout the EU. . This provision, it should be emphasized, is more favorable than the norm introduced by the Cura-Italia decree of March. With that provision, the validity of licenses expiring on 31 January was extended until 31 August 2020.

However, holders of driving licenses expiring on 31 January 2020 - as this date is outside the application of European legislation - will only be able to take advantage of the validity extension until 31 August 2020 and only for circulation on Italian territory. The new EU regulation of 25 May and valid in Italy from 4 June also extends the revisions of all motor vehicles belonging to categories M (cars), N (commercial vehicles), 03 (trailers with maximum mass between 3, by 7 months). 5 and 10 tonnes), 04 (trailers with a maximum mass greater than 10 tonnes) and Ts (road tractors or tractors) expiring between February 1st and August 31st 2020. During this period the vehicles concerned will be able to move freely on the territory of the European Union. However, European legislation needs to be harmonized with the national standard that authorized vehicles to be serviced by 31 July 2020 to circulate until 31 October 2020.

Therefore, for vehicles registered in Italy of categories M, N, 03, 04 and Ts are several calendars. Those with a revision expired before February 2020, can circulate on the national territory only until October 31, 2020 without having carried out the periodic or annual review. Those with revision expired in February (29 February 2020), can circulate on the national territory until 31 October 2020 and on the territory of the other EU countries until 30 September 2020. Those whose revision expires in the period between 31 March 2020 and August 31, 2020, can circulate on the territory of the EU countries including Italy for the 7 months following the deadline set by the laws in force in Italy. Finally, the vehicles belonging to categories L (mopeds, motorcycles, tricycles and quadricycles), O1 (trailers with a maximum mass not exceeding 0.75 t) and O2 (trailers with a maximum mass between 0.75 and 3.5 t) registered in Italy, whose revision has expired or will expire by 31 July 2020 - excluded from the application of the European regulation - can circulate only on the national territory until 31 October 2020 without having carried out the planned revision. With regard to the driver qualification card (CQC) - i.e. the professional driving license necessary for drivers to transport goods or people by road - the expiry date of validity of the harmonized code 95 affixed to the driving license or the driver qualification card (CQC), expired or expiring between 1st February and 31st August 2020, the deadline is extended by 7 months and during this period it is allowed to circulate throughout the EU territory, including Italy. However, if the CQC was issued in Italy, the European regulation is coordinated in this case too, with the Italian rules, according to which the driver qualification cards expiring between 31 January and 31 July 2020 retained their validity for the 90 days following the declaration of the cessation of the state of emergency which, at the moment, corresponds to 29 October 2020. The EU regulation also provides that the two-year inspection to which the tachographs of goods and people transport vehicles must be subjected, which should have o must take place between 1st March and 31st August 2020, it can be performed within 6 months after the scheduled date. The rule applies to all vehicles registered in the EU and allows you to move, without having made the aforementioned visit, for the whole territory of the Union, including Italy.
