The

Ordinary Fund for Research

Institutions (Foe) has increased by 90 million for each of the years 2022, 2023 and 2024 and by 100 million starting from 2025, providing that a portion is always destined to promote the professional development of researchers and technologists and to the enhancement of the technical-administrative staff. For the first time, the allocation of resources is also made considering the results achieved by the institutions in assessing the quality of research.



The

Italian Science Fund

, established with the Sostegni-bis decree-law, has an endowment of 150 million euros for 2022, will reach 200 million in 2023 and 250 million from 2024.

The

Italian Fund for Applied Sciences

is established

with an endowment of 50, 150 and 200 million respectively for 2022, 2023 and 2024 and of 250 million from 2025.

Increase of 2 million in the

Fund for the ordinary financing of universities (Ffo)

, intended to support the health costs of non-

resident

and non-regional students who have Isee less than 20,000 euros.

To support the

brains returned to Italy

: annual allocation of 1.5 million for 2022, 2023 and 2024 with tax breaks, in favor of the Erasmus Indire Agency and the assignment to the UNI-Italia Association (to promote together with the Maeci l internationalization of the Italian university system) of 2 million euros per year for 2022 and 2023 and 1 million euros for 2024.



The

reorganization and relaunch plan of the National Research Council (Cnr)

has certain deadlines

, without which the body will not be able to make use of the 20 million euros allocated for 2022, it has even more certain times and clearer forms of involvement of the internal bodies, to enhance the autonomy of the body in this particular phase. It will be the board of directors of the CNR itself - after having also involved its scientific network and the administrative part - to adopt, within six months from the entry into force of the law, the plan which will then be approved by decree of the Minister of the University. and Research in concert with that of Economy and Finance.


Before approval, the Strategic Committee for the relaunch of the institution will be called to provide its opinion, composed of five experts appointed by decree of the Minister of University and Research: two are identified among eight names proposed by the president of the CNR, two Among eight names proposed by the selection committee of presidents and members of the boards of directors of government-designated research bodies, one is appointed in agreement with the Minister of Economy and Finance.



The Fund for the ordinary financing of universities (Ffo) increased, compared to 2021, by 252 million euros in 2022, by 515 million for 2023 and by 765 million for 2024, 815 million for 2025 and 865 million annually to starting from 2026. With respect to these additional resources, various destination constraints are envisaged: from the recruitment of personnel who represent the largest share to the enhancement of the technical-administrative staff, from the integration of the amount of doctoral scholarships to the co-financing for calls direct, to the increase in funding for high schools with special regulations.



Annual contribution of 4.5 million euros in total starting from 2022 for the IDIS-City of Science Foundation of Naples, the Leonardo da Vinci National Science and Technology Museum of Milan and the Galileo Museum of Florence, entities committed to supporting and encouraging in the spread of scientific culture in an organic way.



The fund established in 2020 to provide for the positions of piano accompanist, harpsichord accompanist and technical laboratory.

From 2022, 8.5 million euros per year are foreseen for the recognition of the specific activities carried out as well as the enhancement of the skills necessary for the achievement, by the AFAM institutions, of higher objectives in the field of teaching, research and third mission .
