Six police officers, including the current Departmental Director of Public Security of Gironde, were sent back on Tuesday to a disciplinary council


Six months ago, the unspeakable happened.

Chahinez Daoud, mother of three children, was burned alive in the middle of the street, in Mérignac (Gironde) after being shot and wounded by her violent partner.

This Tuesday, six police officers were referred to a disciplinary council in Paris and Bordeaux.

They are accused of mismanagement of this sensitive issue of domestic violence, while the murder suspect, Mounir Boutaa, had already been convicted of domestic violence against Chahinez Daoud.

The latter had once again lodged a complaint in March.

A suspended expulsion

Among these police officers involved is Commissioner Martin Levrel, the current Departmental Director of Public Security (DDSP) of the Gironde, the highest echelon in the police of the department. He, according to our sources, received a warning on Tuesday, unanimously decided by the Paris disciplinary council which received him. The head of the West division of the DDSP of Gironde, Commissioner Anthony Touzet, was also facing the disciplinary council of Paris, which decided to send him a temporary suspension of three days suspended, which should not appear in his file. .

It is now up to the Director General of Police, Frédéric Veaux, to approve or not these decisions.

Three other officials who are members of this division are currently facing a similar insistence in Bordeaux.

A peacekeeper has also been given a warning and a decision concerning two officers is due in the afternoon.

A wanted suspect

As Le Parisien revealed on Monday, an investigation by the IGPN (National Inspection of the Judicial Police), pointed to dysfunctions in the monitoring of this tragedy.

If the police had not required that officials suspected of mismanagement of the file be referred to a disciplinary board, Frédéric Veaux, the Central Director of the National Police (DGPN), decided otherwise.

A strong signal, while three feminicides have already been identified in 2022.

After the complaint for assault of Chahinez Daoud, poorly received by the service in March 2021, a peacekeeper had met his spouse, but let him leave without taking his identity, while the latter was considered wanted by the services from police.

Since then, the official has been summoned by a disciplinary council and removed from the national police.

The other officials are accused, for one, of not having reported this conviction of their colleague, for others of having misdirected the victim's file, of not having launched more investigations, or even of failing to warn the prison integration and probation service that followed Mounir Boutaa of the March 15 attack on Chahinez Daoud.

Six weeks later, she was burned alive in the middle of the street.
