According to the analysis of the notification forms, it can be seen that between 2020 and 2021, the proportion of accidents classified as hit and run increased by 13.1 percent compared to 2020. This is a 17 percent increase compared to the situation in 2020, which also showed an increase compared to the previous year. As mentioned, this is actually another jump in a continuous trend since 2016 that amounts to a cumulative 25.9 percent increase. Or in numbers, if in 2016 these were 109 accidents out of those surveyed, in 2021 the number stands at 137 such.



The comparative review was conducted by Adv. Assaf Warsaw, co-chair of the Torts Forum at the Bar Association and he also explains the reasons for the growing share of these accidents, "there has been a decline in public compliance with the law, as a result of a sense of promiscuity and lack of enforcement." According to him, the reality is that due to manpower limitations and poor prioritization of property offenses, even if investigative materials are passed to the police that indicate the driver who hit and ran away, the likelihood that he will be prosecuted is low.

That is, a low probability even though it is a violation of the law that explicitly states in Regulation 145 of the Traffic Regulations that: if the damaged vehicle stands unattended, or the owner or supervisor was not present, the driver of the vehicle involved in the accident or injury will leave a written notice on the damaged vehicle. Advocate Warsaw adds that even if it can be believed and with some justification that from the police's point of view, in the order of priority of handling offenses, this offense is rated low, certainly when in the end the one who bears most of the expenses following the injury is the insurance company. The financial damage caused to the insured is much greater than the deductible he will pay in the event of a damage report. Advocate Warsaw adds that the only factor that can be trusted to provide relief to the injured, in the event that they succeed in lifting the burden of proof regarding the offending party - is the court.



So the numbers prove - this phenomenon is expanding.

Reality proves - the police hardly take these cases seriously.

And as long as the citizen is the one who has to work hard to get the relief from the courts - there is really no reason for that to change.
