The car incentives should arrive early next week in the Dpcm expected by Wednesday and will cover the period 2022-2024.

The budget for 2022 is € 650 million.

It emerged - according to what is learned - from the meeting at Palazzo Chigi between Undersecretary Roberto Garofoli and the ministries of Daniele Franco, Giancarlo Giorgetti, Roberto Cingolani, Enrico Giovannini and Andrea Orlando.

The incentives will concern electric, hybrid and Euro6 cars and will be reduced if there is no scrapping.

Company fleets will not be affected.

There are motorbikes with compulsory scrapping and car sharing.

If companies were to be excluded from the incentives for the purchase of cars, as emerges from some drafts of the dpcm, it would be a blow to the sector.

Then added to the new three-year extension on the VAT deduction for company cars that the government intends to ask the European Union, then it will become really tough.

This was said by the general director of Unrae, Andrea Cardinali, who in an interview with ANSA raised the alarm and also made some proposals.

"The exclusion of legal entities from incentives - explains Cardinali - is unprecedented and severely affects a sector that alone accounts for 37.5% of purchases. A percentage - he continues - lower than that of other countries, such as Germany that arrives to 65% ".

The proposal made by Unrae is a gradual deduction of VAT and incentives that take into account CO2 emissions, favoring the most virtuous cars and gradually decreasing to the most polluting ones.

In detail, Unrae proposes to increase the percentage of VAT deduction currently to 40% bringing it to 100% for vehicles falling within the range of CO2 emissions 0-20 g / km, to 80% for vehicles falling within the range of CO2 emissions 21-60 g / km and 50% for vehicles falling within the CO2 emissions band 61-135 g / km.

"A path - explains Cardinali - that cuts costs so far deemed too high by the executive: we go from an estimated 700 million to about 400 in the first year, and then grow".

In this regard, Unrae asked for an institutional table to be opened.

The exclusion of company cars from incentives, if approved, according to Cardinali, would have an impact on all product sectors that use fleets, due to still high costs.

Furthermore, with the entry into force of the Public Register of Foreign Vehicles, which makes it easier to drive a foreign car in Italy, there could be a tax drain towards other countries because it would be more convenient to use the services offered by companies based in states with higher tax rates. low.

"A company car - further details Cardinali - has an average life of three and a half years, against the average of almost 12 for the cars that drive on our roads, with a heavy impact on the environment and in terms of safety. Without considering - concludes the general manager of Unrae - that disused company car fleets become the gateway to new models for those who choose a second-hand car ".
