The Ministry of Transportation will promote making advanced riding courses mandatory for new motorcycle and scooter riders.

This follows the analysis of the results of the two pilot courses carried out last year.

The possibility of charging veteran riders with this is being considered.



The pilot carried out through the Pro Riding company, under the direction of the riding instructor Kafir Levin, included two courses: "Premium", a long course (20.5 hours) that will be spread over two days of study and practice, and "Basic", a short course (13 hours) consisting of a day of study and practice concentrated.

In both cases, the riders returned for two additional exercises lasting two and a half hours each, which will take place in the three months after the training.



The goal was to test the improvement in the risk perception of the riders, to test the effect of the two course routes, in front of a control group.

Advanced riding courses are currently offered by several training companies, and entities that maintain large two-wheeled fleets such as the police and rescue organizations send their riders to them regularly.

However, in order to make them mandatory for all riders in the country, and to promote the granting of a discount in the mandatory insurance for riders who have passed such courses, an experiment is required that will scientifically test their effectiveness.

Such courses cost between NIS 1,000 and NIS 2,000 in the private market.

63 riders participated in the long course, 70 in the short course and their data was tested against a control group of 163 riders.

In the first two groups, there was a significant improvement in the ability to recognize a dangerous situation, and respond to it, and in the ability to control the two-wheeled vehicle, while in the long course there was a slightly greater improvement.

In the control group there were minor differences.

The riders who participated in the courses testified that following them their riding became safer and more relaxed.



Now the RLBAD is examining when it would be appropriate to hold the course for young riders, whether in the first or second year after receiving the license. At the same time, we will examine whether to oblige veteran riders as well. The findings have been forwarded to the insurance commissioner at the Capital Market Authority, who needs to decide which discount in insurance discount they will receive The riders who will pass the government course At the moment it appears that no benefit will be given to those who have passed the courses privately, due to the differences between the courses, some of which put the emphasis on sporty riding, and not on riding with an emphasis on safety and identifying dangers on a public road.



According to the Haralbad data, motorcyclists are involved in fatal accidents 11 times as often as their share in driving, and are 15 times more likely to be involved in a serious accident compared to a private vehicle. In recent years, an increasing involvement of riders in serious accidents has been evident at the same time as a significant increase in the number of two-wheeled vehicles that enter Israel's roads , against the backdrop of worsening traffic congestion. More than a third of the accidents involving riders are self-inflicted accidents.



The number of motorcyclists among the total number of accident fatalities on Israel's roads has increased in recent years, from 14% in 2018 to 18% in 2019 and about 23% in 2020 and 2021. In 2022, the rate was 22%. The number of riders killed in the past year was 76 people, compared to 86 people in 2021 and 68 in 2020. There are currently about 160,000 vehicles on Israel's roads Different two-wheelers, compared to 135,000 five years ago.
