The Government will propose a new cybersecurity law

Highlights: The Government intends to present a new cybersecurity law to reduce cyberattacks and improve the response to them. The Minister of Digital Transformation and Public Service, José Luis Escrivá, has presented the general proposals of his department this Monday afternoon in Congress. He has also highlighted the effort that Spain is making to attract companies with knowledge of chip design and manufacturing, one of the great geostrategic, rather than digital, challenges of the coming years. The Ministry also intends to create regulations for the sustainable creation of data centers in Spain.

In this legislature, the Government intends to present a new cybersecurity law to reduce cyberattacks and improve the response to them. The Minister of Digital Transformation and Public Service, José Luis Escrivá, has presented the general proposals of his department this Monday afternoon in Congress before the Commission on Economy, Commerce and Digital Transformation.

One of its main proposals is to take advantage of the European funds from the Recovery Plan to improve the training of specialists and improve responses to the growth of cyber attacks, both industrial and personal.

The law also provides that Incibe (National Cybersecurity Institute) will continue training thousands of specialists in this field.

This text is outside the 5G cybersecurity law approved in 2022.

The new law is just one of the specific plans of the ministry led by Escrivá.

The minister has also highlighted the effort that Spain is making to attract companies with knowledge of chip design and manufacturing, one of the great geostrategic, rather than digital, challenges of the coming years.

Today most of the world's chip manufacturing is done in Taiwan.

Any type of conflict on the island would produce an earthquake in the global economy.

The US and Europe have been trying for years to better distribute this production, something that is technically very complex to achieve.

The Ministry also intends to create regulations for the sustainable creation of data centers in Spain.

Its energy and water consumption is worrying, as EL PAÍS explained following the installation of a facility of this type by Meta in Castilla La Mancha.

The Government also expects to receive notable investments in this type of data centers.

Artificial intelligence will continue to be a central focus of this Ministry's policies, always with a focus on "humanistic AI", in the words of the minister.

His department has as reference the framework of the recent provisional agreement for a European artificial intelligence law.

AI filters into other sections of the ministry: there will be specific courses for civil servants, Spanish wants to be promoted in the large language models without forgetting the industrial applications of this technology.

The ministry boasts of having in Spain one of the great European infrastructures for the use of AI, the Barcelona Supercomputing Center with its recent Mare Nostrum 5. Another objective is the deployment of the AESIA, the National Intelligence Supervision Agency Artificial, based in A Coruña, and which internally in the ministry they call “the intelligence of artificial intelligence.”

The ministry has offered data on how Spain continues to lead the process of connecting every home in Spain to fixed internet, with fiber or satellite.

The deployment continues throughout the territory.
