Highlights: Prime Minister Gabriel Attal introduces a novelty: educational work (TIE) intended for minors under the age of 16. “These young people, sometimes very young, who seemed to have already cut ties with our society,” said the Prime Minister. Current TIGs are criminal sanctions imposed by a judge with the aim of allowing social integration by avoiding prison. Minors aged 16 to 18 sentenced to TIG then carry out work or an internship in victims' associations, with the fire brigade or other institution.

The device, announced by Prime Minister Gabriel Attal this Tuesday, must be part of the panel of sanctions available against minors.

“You break, you repair.

You dirty, you clean.

You challenge authority, you learn to respect it.

» It is through this formula that Gabriel Attal introduced a novelty: educational work (TIE) intended for minors under the age of 16 “for whom we cannot today impose community work sentences. general (TIG)”.

The intended audience ?

“These young people, sometimes very young, who seemed to have already cut ties with our society,” said the Prime Minister, referring to the young insurgents of last spring’s riots.

These TIEs, presented as the equivalents of TIGs, will have the advantage, according to the Prime Minister, of being given more easily.

“This will be part of a review of the scale of sanctions in our schools,” he said, and “from a very young age”.

Yesterday evening, neither at the Ministry of Justice nor at that of National Education, we were able to specify whether the new TIE - the concrete outline of which still remains to be determined - will fall under the disciplinary sanction or the criminal penalty .

Current TIGs are criminal sanctions imposed by a judge with the aim of allowing social integration by avoiding prison.

Minors aged 16 to 18 sentenced to TIG then carry out work or an internship in victims' associations, with the fire brigade or other institution.

More magistrates and clerks

For the other security measures announced, Gabriel Attal is a continuation of the policy already implemented.

Particularly with the continuation of the Republican Action Forces, a system announced by Élisabeth Borne in October 2023 and which aims to restore security in neighborhoods by providing a transversal response - both judicial, educational, social - to the difficulties of residents.

“Six days to restore public peace, six weeks to establish an action plan, six months to act” is the slogan of this system tested in three cities: Maubeuge (North), Valence (Drôme) and Besançon (Doubs).

Continuity also in the fight against drug trafficking, with the continuation of “clearance” operations which consist of harassing deal points, as well as with the seizure of traffickers’ assets.

Likewise, on the justice side, the reinforcement of the workforce, with an increase in the number of magistrates and clerks (respectively 1500 and 1800 new positions by 2027) is sustainable.
