11,000 owners of 800,000 commercial properties along the 150 kilometers will receive of the network of underground lines announced their expropriation in favor of the construction of the 109 stations of the three lines. Regev signed the expropriation orders this summer, after a long delay, but the move has been frozen since October 7. Even now, in the meantime, it has been decided to expropriate only commercial properties and empty lots, but Not residences.

The project passes through the territory of 24 local authorities and is supposed to transport about 2 million Commuters per day. Until recently, NTA announced that the first phase of the project would start operating in 2034 and the second in 2037, but today for the first time it is declaring a three-year delay in the first phase. This is after, as was revealed in Vala Car, NTA CEO Haim Glick admitted , because in his estimation the opening of the first phase will be postponed to 2040 and the second to 2050. Glick has since announced his departure and will remain in his position pending the appointment of a replacement.



The NTA guarantees that the metro project, including the expropriation of the areas for it, will be carried out while drawing lessons from the construction of the three light rail lines.

In the first phase, land in the center of the network will be expropriated, in favor of the construction of line m1 and line m3 in the cities of Tel Aviv, Petah Tikva, Holon, Bat Yam, Or Yehuda, Kiryat Ono and Rishon Lezion.



According to estimates, billions of shekels from the project budget will be used to compensate the owners of the properties that will be expropriated.

The calculation of their value will be based mainly on equivalents when the metro plans are approved in 2022, so that the owners will not be compensated for the expected increase in property prices in the area of ​​the metro stations.

In addition, the payment of expropriation fees grants a 50% exemption from appreciation tax fees.

However, in cooperation with the two government real estate companies, Apartment for Rent and the Urban Renewal Authority, the state will offer the property owners to receive in return a percentage in 22 real estate projects initiated by the two companies along the metro route, compensation that should include the value of the price increase, but still in the stages planning.



In an attempt to reduce the number of appeals to the court on the appraiser's determination, NTA will offer property owners who do not file an appeal an additional 25% to the amount that will be determined if they agree to the offer. The pace of clearing the properties will be determined according to the pace of work on the project. In addition to regular expropriations, NTA will also expropriate areas for Storage of equipment and raw materials for construction, which will be returned to their owners after the works are finished.



Attorney Inbal Kanka, Deputy Director of the Real Estate Division at the NTA, told Walla Car that "this is a complex event that we promise to manage with sensitivity and while drawing lessons from the light rail project. Take the properties only close to the beginning of the works, so that their owners have time to find an alternative location. At the same time, NTA is expected to deal with preliminary claims from owners of properties that will not be expropriated, but are located near the stations, because of the noise during the works, and the increase in noise hazards and the movement of people after them.
