Never before have so many student drivers failed the theory test as in 2023. There had already been a negative record last year.

A driving license still means a bit of freedom.
And even people who normally take the train to work are happy to be able to use the car in times of long-term strikes.
However, the “rag” now costs a lot of money – the cost of a driver’s license also varies significantly from city to city.
Because many young people are no longer able to cope with the financial burden, the Union recently made proposals to make driving licenses cheaper by up to 1,000 euros.
But there is a completely different problem: more and more driving students are failing the theory test.

Driving license test: Many driving students fail more than once
As the
TÜV Association
reports, there were around 1.97 million theoretical driving license tests nationwide in 2023 - an increase of 150,000 (eight percent) compared to the previous year.
Alarming: 42 percent of driving students failed the theory test last year - more than ever before.
There had already been a record failure in the theoretical driving test in 2022: 39 percent had failed.
The failure rate rose again by three percent.
30 percent of the learner drivers failed the practical test (a total of around 1.77 million practical tests were carried out in 2023).
In addition, many examinees fail more than once.
“Multiple failures are more the rule than the exception,” says Richard Goebelt, head of the vehicle and mobility department at the TÜV Association.
In the theory repeat exams, 54 percent failed again; in the practical exam, the repeat failure rate was 40 percent.
More and more driving students are failing the theoretical test - but many also have to repeat the practical test.

“Failed tests are an enormous burden for driving students – financially and mentally,” explains Goebelt.
“In addition, the high failure rates put a strain on the examination system.
Every driving test that is failed must be repeated and ties up testing capacity.” Now we have to counteract the development.
The quality of driving training must be improved through modern learning methods and targeted test preparation, and mobility education in schools should also be expanded.

Because so many driving students are working so hard on the theory test, the number of those trying to pass using illegal methods is also increasing.
According to the TÜV Association, there were 2,711 attempts at fraud in the theory test in the first three quarters of 2023 - although the number of unreported cases is expected to be much higher.
The most popular trick: the so-called substitute test, in which another person takes the test instead of the learner driver.
