How much will you pay, how much will the state's revenues increase, how will the enforcement be carried out and who will benefit the most from the new tax? Everything you need to know

environmental quality?

The state is only interested in the tax losses/Walla! system, Kenan Cohen

On January 1, 2026, the state is preparing to start collecting a travel tax from an electric vehicle: a tax that will increase the more the car travels, just as gasoline and diesel vehicles pay more tax the more fuel they consume.

In a country that has turned fuel taxation into a source of revenue worth approximately NIS 20 billion per year to the treasury, with taxes worth approximately 65% of the price of a liter, this is a tax that should balance the fact that electric vehicles currently pay zero taxation on their energy consumption: only the VAT on Electricity, without the special fuel tax (excise duty) that is collected when refueling with gasoline and diesel fuel.

What will the tax amount be?

The state will collect 15 shekels per km, or 15 shekels per 100 km. Those who travel, for example, 20,000 km per year, will be charged -3,000 shekels per year.

How will the state know how much I traveled?

There will be several options for this: according to the odometer reading in the annual licensing test, but by electronic means, through companies that will be authorized for this, or by self-reporting.

The payment will actually be collected in advance every two months, while at the end of each year the state will settle accounts with the driver, who will receive a refund if he paid more than required, or will be charged an additional fee if he paid too little.

Can I appeal the amount of tax determined for me?

A vehicle owner will be entitled to file an appeal against the charge notice to an appeals committee in a procedure consistent with the procedure established under the Traffic Congestion Law, which will operate appeals committees whose decision may be appealed to the Magistrate's Court.

And if I don't pay?

After 15 days from the last date for payment of a bimonthly payment or the tax debt, linkage differences will be added to it, and after 3 months also arrears addition and later also interest on arrears.

It's quite tempting to play with the odometer in the car, isn't it?

The Tax Authority will employ inspectors who will be allowed to operate in licensing institutes, with the authority to seize vehicles in case of suspicion of a crime.

Two new criminal offenses will be established, one year in prison for those who did not report correctly without explanation, and 5-7 years in prison for those who helped another evade the tax, such as by changing the odometer.

Such an offense will also make it difficult to falsify the mileage on a used car.

The tax will strengthen car importers whose manufacturers sell a hybrid car/Nir Ben Tovim, Rami Gilboa

I bought a used electric vehicle: will I also be charged the previous owner's tax?

During the transfer of ownership, a statement will be given from the previous and new vehicle owner about the number of kilometers the vehicle has traveled.

Finds to determine that if such declarations are not given or if declarations are given that are not the same, the transfer of ownership will not be possible.

How much will the state earn from the tax?

According to the Tax Authority, as early as 2026, when Israel is expected to have more than 250,000 trams, the tax will yield NIS 1.535 billion for the state.

In 2027 the income will rise to NIS 1.931 billion and in 2028 to NIS 2.404 billion.

And this is assuming that the state will not raise the tax until then.

Will the tax eliminate the economic viability of purchasing an electric vehicle?

Will not cancel, but will significantly reduce it.

We calculated the costs of electricity + tax against the costs of gasoline and diesel in common models.

The calculation was based on driving 20,000 km per year, according to NIS 7.51 per liter of gasoline, or NIS 8 per liter of diesel fuel. In the trams, we calculated according to 90% charging at a domestic rate of 62 NIS per kilowatt and 10% fast charging at a rate of NIS 2.4 per kilowatt, except for Tesla , which only charges NIS 1.5 from the owners of the vehicles manufactured by it in its fast charging network. We calculated the fuel and electricity consumption data according to those obtained in Autocom website tests, and in Walla Car's road tests. The

energy prices for streetcars are already shown with the new tax, and without fees that may be required to verify the mileage and have not yet been determined In all cases, electric cars are still significantly cheaper in their energy costs compared to equivalent gasoline vehicles, but by a small margin compared to hybrid cars. The difference compared to hybrids is usually reduced to only NIS 3,000 per year in favor of electric cars. These enjoy low maintenance costs, but so do the hybrids, which are almost non-existent. need to replace the brakes, and will be slightly more expensive than the trams but cheaper than the gasoline vehicles.

So what is the bottom line?

Beyond the environmental benefits, the trams will still be cheaper, but by a few hundred shekels per month and not about 1,000 today. If their prices drop and compare to those of equivalent gasoline models, It will still be cheaper to own an electric car.

However, if prices do not drop to a level that will overcome the continued increase in the purchase tax on streetcars planned by the state, hybrid cars will become an economically viable purchase.

This would be harmful to the environment, because even though they are economical in consumption, they still burn gasoline, and also an advantage for the few car manufacturers that offer such cars, and their number is lower than those that offer electric cars, which may harm competition in the car market.
