Rani Halabi, 29, from Dalit al-Carmel, died Tuesday after being burned all over his body in an incident at a factory in Ramat Hasharon two weeks ago.

Immediately after the explosion at the factory, Halabi was evacuated in critical condition to Sheba Hospital. Elbit's subsidiary claimed to have received permits to expose the land from the Israel Land Authority, but a permit from the Ministry of Environmental Protection was not transferred.

In an explosion at the IMI factory in Ramat Hasharon, Halabi was seriously injured and two others sustained minor injuries. Following the explosion, a fire broke out at the scene and fire and rescue forces arrived at the scene and gained control of the fire.

It was the third explosion in the area in the past two and a half months, with the last occurring at the end of July. Even then, Herzliya Mayor Moshe Fadlon warned that government ministries were not doing enough to maintain public safety, and warned of a mass casualty incident.
