The Minister of Health Olivier Véran announced during the examination of the text in committee that the government would table amendments intended to exempt civil servants placed in solitary confinement from waiting days, and to introduce a compensation system daily for the self-employed and employees in the same situation.

"

In a few hours in session, these amendments will be tabled and I imagine that they will win great support from all the groups

", declared the Minister of Health around 4 am.

The obligation made necessary by "

the collapse of respect for isolation by positive people

"

To a question from LFI MP Caroline Fiat, Olivier Véran could not immediately specify whether the workers would be paid at full rate. Returning to the "

legitimacy

" of this compulsory isolation measure, controversial because it deprives of liberty, Minister Véran highlighted "

the collapse of respect for isolation by positive people

". According to reports from regional health agencies (ARS), less than 50% of people positive for Covid-19 remain isolated, said the minister. This "

makes the device very ineffective

", he commented.

As part of the new bill to be adopted at the end of the week, people tested positive for Covid-19 will have to be placed in isolation for a non-renewable period of ten days in the accommodation they determine. .

Isolation may be completed earlier if the PCR test is negative.

An appeal will be possible before the liberty and detention judge, who will have to rule within 72 hours.

People in solitary confinement will only be able to leave between 10 a.m. and 12 p.m. and in an emergency. These outing hours will be adaptable in case of justification of family or personal constraints. Checks will be possible in the place concerned except at night from 11:00 p.m. to 8:00 a.m., and during the exit authorization period between 10:00 a.m. and 12:00 p.m. People who do not respect isolation will be liable to a fourth class fine, up to 750 euros.
