The framework presentation that the Socialists will present at their 40th federal congress includes a reform of the benefits for the self-employed

The PSOE wants to increase public aid to vulnerable families with children. It is one of the proposals included in the framework presentation of the 40th Federal Congress and which will be presented in the coming days by the President of the Government and Secretary General of the Socialists, Pedro Sánchez. "We intend to extend income coverage to families with children up to 18 years of age who are already receiving the minimum vital income (IMV)," says the text that EL PAÍS has had access to. "And also for those who do not receive the IMV and their income is higher than the limits established in the IMV, but they remain below the poverty threshold," adds the measure included in the chapter Social inclusion. The Minimum Vital Income (IMV) was approved by the current coalition Executive a year ago.

It consists of an aid of between 462 and 1,015 euros per month, depending on the size of the household.

It is a social benefit that most developed countries had for a long time and that Spain has been slow to incorporate.

And it did so in the worst of the pandemic crisis to cover the most vulnerable.

According to the latest data from Social Security, some 260,000 households benefit from the IMV.

In total there are about 680,000 people, of which more than 276,000 were minors.

The Executive calculated that some 850,000 could benefit from this aid, at a cost of 3,000 million.

Proposals for the framework presentation

The PSOE will celebrate its 40th federal congress in Valencia next fall, where it will update its strategic lines and renew its cadres. In this conclave the framework presentation will be analyzed, from which the resolutions that mark the new stage of the Socialists will come out. This presentation, coordinated by the spokesperson in the Madrid Assembly, Hana Jalloul, and the MEP Lina Gálvez, will be open to militants to include their contributions or amendments. All proposals will be collected in the memory of amendments that, together with the presentation, will be debated and voted on in the party congress and will give rise to the final resolutions that will mark the new stage of the PSOE.

The document of proposals explains that the PSOE intends to promote "a single model of coverage of families with children (help), regardless of the instrument used: transfer / benefit or tax deductions." The measure is not a simple enunciation, but details that all recipients of the aid would have to make the income declaration and could collect it as a monthly benefit or adjusting through personal income tax in the declaration of the following year.

The Sánchez government has already proposed creating a supplement for families living in poverty and who have children. As advanced by the Minister of Social Inclusion, José Luis Escrivá, both those who receive the minimum vital income (IMV) and those that exceed the minimum income threshold established for this aid could be eligible. "We believe that in the short term it could reach 500,000 children," the minister advanced.

The socialists collect in the framework presentation another bunch of measures to support families and promote birth rates.

For this reason, they propose "to improve the benefits of the common portfolio of services for the necessary medications throughout pregnancy, provided that they have scientific evidence and demonstrated efficacy, and to facilitate basic needs such as diapers."

They argue this with the fact that pregnancy and the first years of life of children pose an excessive burden for those households with lower income.

Freelance benefits

The text of the framework presentation also reserves a chapter for the economy and employment, and innovation and digitization, where they collect various proposals for the self-employed. Among them, "a reform of the benefits that in the future provides greater flexibility and security as a way of increasing their income" stands out. The party wants to take advantage of the experience of the protection mechanisms for this group during the pandemic, such as the extraordinary benefit for cessation of activity and other aid.

He also cites the Social Security reform to guarantee the link between contributions and real income.

This is one of the reforms that the Government chaired by Sánchez has committed to Brussels in the recovery and resilience plan, which includes the measures to receive European funds.

"It is a measure that will allow the reduction of the contributions of the vast majority of the self-employed group and, especially, of those with lower income," he points out.

Industrial strategy

The presentation also emphasizes the need to outline our industrial strategy.

"The socialist commitment is to strengthen our industrial fabric to ensure greater strategic autonomy in the manufacture of products in essential or strategic sectors such as pharmaceuticals or biotechnology," the text says.

Socialists recall that the pandemic has shown the weakness of depending on third countries for the supply of sensitive material. That is why they speak of the need to reinforce “the concept of strategic autonomy”. The configuration of global value chains, in the current context, requires addressing the risks of failure in the supply of essential or strategic products. "It is necessary to alleviate the vulnerability linked to depending on one or a few supplier countries that are geographically and / or politically far apart," they point out.
