When the federal government and state heads sit together and negotiate the corona measures, it is always a matter of weighing up interests, demands and wishes.
The calls for easing were loud before this summit, as were the warnings of a violent third wave.
So it is hardly surprising that Chancellor Merkel only made statements to the public in the early hours of the morning.
It had been clear for hours that a seven-day incidence value of 35 per hundred thousand inhabitants would no longer be a prerequisite for any openings in the future.
As a reminder: incidences of 35 and 50 were once the upper limits because experts assume that if these values are exceeded, the health authorities can no longer keep track of contacts and the pandemic will get out of control.
The goal of controlling the outbreak seems to have given up the round.
The nationwide seven-day incidence per 100,000 population is currently around 65, at least closer to 50 than 100. But instead of pushing the number down further, federal and state governments have agreed to partially and from March 8th to loosen in stages.
However, if the incidence in a district or a city rises above 100 on three consecutive days, the previous, stricter rules come into force again from the second following day.
