One decision that came out last week from the Treasury bureau suddenly overwhelmed the biggest sickness of his office. Government officials, the largest monopoly, decided, while examining excel columns and internal calculations, on the country's new value scale.

Those who believed that it was not worth taking their employees to the USSR, and that they should continue to employ them as long as possible - would not receive a state grant. Those who sent their employees to the USSR, however, would receive. Simply put, who cares for his employees - outgoing, as usual, a sucker.

According to the "Grushniks" - a nickname affixed to Treasury officials - the state should not compensate employers of companies that continued to hire workers. 

Why did this happen to new Finance Minister Israel Katz, whose entire political career was characterized by his branding as a "bulldozer", in the good sense of the word? Well, it probably started with the choice of his office's CEO, a woman without a doubt, but still someone whose entire professional life has gone through clericalism, who grew up in a budget wing and absorbed his DNA. Like many finance ministers before him, Israel Katz, unfortunately, is beginning his term in surrender to the budget department. 

This is unfortunate mainly because the finance minister has all the tools to succeed in the job. This strange decision of his own could be a warning sign and a bad sign. Alternatively, if he catches himself on time, it could also be his point of intervention and turning. It's not too late yet. The finance minister has the tools to succeed, but to do this he must do one act contrary to the bad tradition that has taken root in Israel: not to surrender his office officials.

Israel is in an exceptional state, and the world is in an exceptional state, and this is probably the time to take exceptional action - first and foremost to dismantle the budget wing monopoly. A division that according to Finance Director, Shai Babad, a large portion of its senior executives have been appointed in sewing a friend's tender method, a wing whose people's thoughts and hearts are subject to their future and the revolving door culture that has developed in their districts. A wing whose DNA is the strongest and the weakest strengthening. 

The outrageous decision of the Treasury, which means slap in the face of small businesses, the countless stores and businesses that did not send their employees to the US, is another manifestation of the officials' monopoly on policy making: economic planning, resource sharing, Office budgeting, setting strategic goals. This is one of the strongest clerical strongholds in Israel, which, like the prosecutor's office, uses a monopoly on governmental tools - without being elected, and sometimes contrary to the ideology and policies of elected officials. 

The time has come for Israel Katz to break the budget wing, to bring in someone from outside, who understands the problems and knows the job - but who thinks the same. This is his test, and for that he will rise and fall. He blinked first, but before him a complete term to correct the distortion.
