Chief Executive Carrie Lam Cheng Yuet-ngor announced today (6th) the last "Policy Address" during his term of office, putting forward proposals for the reorganization of the government structure, including the possibility of establishing the position of deputy secretary-general in the next government, responsible for leading the "Northern Metropolis" and "Lantau Tomorrow Vision" "And other large-scale regional development.


Regarding policy bureaus, Lam Cheng believes that the reorganization can establish the Bureau of Culture, Sports and Tourism, spin off the Bureau of Transport and Housing, expand the Bureau of Innovation and Technology into the Bureau of Innovation, Technology and Industry, change the perception of Hong Kong’s "industrial decline", and reorganize the Bureau of Home Affairs as Youth and Regional Affairs Bureau.


Lam Cheng Yuet-ngor pointed out that it is necessary to reorganize government policy bureaus to meet the priorities and social expectations. It is recommended that the current government consult with all walks of life and stakeholders in the next few months to prepare a detailed reorganization plan for the next government to consider and implement.

Initial directions include:

1. Establish the Bureau of Culture, Sports and Tourism to

unify the creative industries and tourism currently dispersed in the Bureau of Civil Affairs and the Bureau of Commerce and Economic Development, and promote the development of Hong Kong into a center for cultural and artistic exchanges between China and foreign countries;

2.

Separate the Transport and Housing Bureau

so that these two policy areas can receive more focused high-level leadership. In particular, the newly established Transport Bureau can focus on handling transportation infrastructure, public transportation services, and traffic management issues that are closely related to people’s livelihood. Promote the development of the logistics industry, and consolidate and enhance the status of Hong Kong as an international shipping center and an international aviation hub;

3. To study whether the demolition of the Housing Bureau and the Development Bureau, which is responsible for land development and public works, have room for rationalization in order to speed up the supply of housing land;

Lam Cheng Yuet-ngor pointed out that the above suggestions are purely for intrigue. I hope that after the formation of the new Legislative Council, discussions on the reorganization of the policy bureaus can begin immediately. She and the Secretary will also exchange views with stakeholders in the next few months and formulate detailed plans.

The current government structure has "three departments and thirteen bureaus", that is, three directors and 13 directors.
