Unaccompanied minor refugees, overwhelmed teenage mothers, early childhood support: the tasks of the Youth and Family Department are multifaceted - and cost money.

Unaccompanied minor refugees, overwhelmed teenage mothers, early childhood support: the tasks of the Youth and Family Department are multifaceted - and cost money.

District expenses of 9 179 570 euros are expected to be incurred in 2022.

This is what the head of the youth welfare office, Robert Wein, expects, as he explained in the most recent meeting of the youth welfare committee of the district council.

The sum is higher than the planned expenditure of 8 570 580 euros for the current year, but lower than the sum of 10 022 780 euros that was entered in the budget for 2020.

According to Wein, the reason for the fluctuations is the number of unaccompanied minor refugees, which is sometimes lower, sometimes higher.

“Fundamentally, the expenses for child and youth welfare are increasing continuously”, says Wein.

Home education costs 2.3 million - even system sprinklers without adequate help

A major item will be home education in 2022 with 2.3 million euros.

According to Wein, the young people affected also include so-called system sprinklers - children or young people whose behavior is so difficult that there is basically no adequate help for them.

According to Wein, they changed furnishings every six months because they had nowhere to fit in.

Currently none of the system sprinklers from the district is housed in a facility in the district - they live, among other things, in a facility in northern Germany.

830,000 euros are earmarked for the care of refugee minors who have come to Germany without parents.

However, this sum is offset by income in the same amount, since the office can retrieve the funds via the Upper Bavaria district.

"It's a zero-sum game," says Wein.

An estimated 400,000 euros will go to mother / father-child facilities, which, according to Wein, is 100,000 euros more than in the current year: "More and more mothers are not getting along with their baby," says Wein.

340,000 euros are earmarked for the work of the educational counseling center.

For youth social work - according to Wein, this includes social pedagogues who look after difficult pupils in schools - 334,000 euros have been budgeted.

Here, however, 221,000 euros are expected to flow back, including through state subsidies.

Support for daycare fees - independent providers are also taken into account

200,000 euros are taken into account for the area of day-care centers.

This is about the reimbursement of crèche and kindergarten fees for parents whose income is insufficient.

In addition, 30,000 euros of this are reserved in the event that parents who do not get a childcare place appropriate to their needs take legal action.

There are currently no complaints, as Wein said when asked by District Councilor Birgit Eibl (FW).

"I would like to thank the municipalities that they have always been able to meet the demand so far," said Wein.

The youth court assistance is included with 50,000 euros, 20,000 euros are planned for further training and supervision.

In addition to the budget for 2022, the issue of grants to independent organizations was also an issue in the current year.

The committee granted the child protection association 4,550 euros for the implementation of the “Caramba Corontopia” theater project, which is intended to enable children to deal with the harmful consequences of the lockdown.

The administration wanted to grant the project only 1000 euros.

The Catholic youth center in Miesbach receives 5,000 euros for the “Berufsteiger.TV” project, which creates an Internet platform on which training companies can introduce themselves via video.
