From 20 May the theoretical and practical training activities will start again from the driving schools for candidates for driving licenses of categories A and B, in compliance with the rules of conduct provided for by the guidelines set by the Ministry of Infrastructure and Transport . This was communicated by MIT underlining that the reopening of the civil motorization offices in the area for the conduct of the theory and driving tests will be managed in the manner envisaged for compliance with safety.

    For the Theory exams that are carried out in the classrooms of the civil motorization offices, in addition to compliance with the general principles of cleanliness, the rules of behavior and personal protective equipment, it will be necessary to provide for:

1. Limiting the filling coefficient of the classrooms;
2. Install, where possible, plexiglass baffle screens on three sides of the examination stations;
3. Organize extraordinary sanitation sessions between each examination round for the disinfection of monitors, desks, any screens, screens, handles, bathrooms;
4. Differentiate the entry and exit routes from the classroom and exam building;
5. Avoid, until the end of the current health emergency, the mixing of the candidates on the exam rooms and on the shifts, preferring instead the aggregation in a single shift (and possibly also a single room), of the candidates of the same driving school or of the same group of driving schools. This methodology is aimed at limiting as much as possible the promiscuity of the "new" contacts and the stationing, near the classrooms, of candidates waiting for their exam session or of candidates who, having already passed their test, are waiting for be brought back to their home, colleagues from the same driving school inserted in successive shifts.
6. Communicate the exam result, accompanied by the completed and correct form, only electronically to driving schools and, in the case of private candidates, to the email address communicated during the booking phase.
7. Make the "self-instruction" video shown today before the start of the exam accessible exclusively on the web (on the home page of the motorist's portal). Candidates will be required to view it at the driving school or independently on the web (for private candidates). This is aimed at reducing the permanence of candidates in the classroom to the time necessary for the examination. 

The Technical-Scientific Committee has considered that the criticality of the aggregations of candidates waiting, entering and leaving the offices where the theory exams are held, as well as the movement of large numbers of people to and from the offices, can be mitigated from the possibility of carrying out theoretical exams at driving schools, education centers, even in aggregate form. Therefore, theoretical exams will also be allowed at professional operators' offices through the use of paper forms, generated by the Department's IT system, according to the different needs in the area, in compliance with the provisions of the Ministry of Health and other Authorities .

For driving tests for driving licenses A and B you will need :

1. Identification of candidates in an open outdoor area
2. Respect for social distancing between all employees present at the session (candidates, instructor and examiner). They will be placed at a safe distance from each other and will be equipped with a suitable mask and gloves.
3. The development of the various phases in such a way as to ensure that each candidate examined can leave the area after the exam, avoiding unnecessary gatherings.

Measurement of candidates' body temperature before the tests is optional. In particular, for category A licenses, the absence of the examiner on board the vehicle makes it sufficient to foresee the rigorous and continuous use of PPE during the examination by all the actors involved. For category B licenses, further procedures are identified to ensure maximum safety. The driving exam for driving licenses B, in phases 1 and 2 provided for by the regulations, takes place with only the candidate on board and without the examiner and instructor boarding the vehicle. The requests will be formulated orally by the examiner and the candidate will answer from inside the vehicle and carry out the requested maneuvers.

These phases will be carried out in an equipped and fenced area (such as tests for driving license cat. A). During the use of the shared use vehicle, the candidate, the instructor and the examiner must wear a filtering mask, visor or protective glasses, disposable gloves and must wash or sanitize their hands before entering the car. At the end of each exam test, the driving school will have the burden of cleaning the shared objects. After each exam test, the vehicle's air will be changed for at least 5 minutes. The test will last a total of 25 minutes, of which a maximum of 15 minutes will be the road test.
