These are the main innovations to come into force as of today contained in the Infrastructure and Transport decree, published today in the Official Journal.


The provision includes rules to ensure the safety of electric scooters: the speed limit drops from 25km / h to 20km / h (6km / h in pedestrian areas). Furthermore, the scooters cannot circulate (except for driving by hand) or be parked on the sidewalks except in areas identified by the Municipalities, while there remains the possibility of parking in the stalls for bicycles and mopeds. To avoid wild parking, scooter rental operators must provide for the obligation to acquire a photo at the end of each rental, from which the location of the parking is clearly inferred. Other rules will gradually take effect. An audible warning device, a speed regulator and, starting from July 2022, arrows and brake indicators on both wheels are required.At night the position light and reflector vest will be mandatory. Harsh sanctions also for those who travel with a tampered motor scooter: the confiscation of the vehicle is foreseen.


The changes to the Highway Code, which could limit the incorrect behavior of motorists, are immediately effective. For example, the

obligation of right of way towards pedestrians

. It will be necessary to stop and let pass not only those who have already begun to cross but also those who are about to do so. A doubling of the fines is then foreseen for those who throw objects or waste on the street: in particular the fine will be from a minimum of 216 to 866 euros for those who are caught throwing waste from stationary or moving cars (previously the penalty was 108- 433 euros) while those who throw a

while driving the car will have to pay between 56 and 204 euros against the previous 26-102 euros.


Be careful then to take a person without a helmet on a motorbike. The responsibility of the driver is introduced for the non-use of the helmet by those who are transported regardless of age. It is then extended to tablets, laptops and any other device that removes the hands from the steering wheel the fine now provided for those who use a mobile phone while driving.


It will then be possible to carry out a taxi service also with motorcycles and cycles, an eventuality currently foreseen only for cars. Municipalities will be able to regulate services with driver.


From January 2022, people with disabilities will be able to park for free on the blue lines when there is no availability in the reserved spaces. Also introduced in the Code

'for pregnant women and parents with children up to two years of age with penalties for those who occupy the parking spaces without authorization (from 80 to 328 euros for two-wheeled vehicles and from 165 to 660 euros for the others). The amounts for those who use parking areas for disabled people without qualification increase: from 168 to 672 euros against 87-344 euros of the previous legislation. Parking is also prohibited in spaces reserved for parking, stopping and charging electric vehicles.


Any form of advertising whose content proposes sexist or violent messages or offensive gender stereotypes or messages harmful to respect for individual freedoms, civil and political rights, religious beliefs or ethnicity or discriminatory is also prohibited on the roads and in vehicles. with reference to sexual orientation, gender identity or physical and psychic abilities.

Violation of the ban entails the withdrawal of the authorization and the immediate removal of advertising.
